No, our constitution gives rights to foreigners, but one of those rights isn't voting. Voting should only be given to citizens. Voting allows citizens to dictate what they want their country to do or who they wish to represent them. Foreigners don't need to decide what we do with our country, and immigrants who are not naturalized should become a citizen if they wish to see the country they wish to call home change in their favor.
